These photos are instructive of how to recognize an unsuccessful cone deployment.

"Keep Out. Fresh Oil." It seems like an obvious enough message. Let's see how cones are being used in an attempt to communicate this message. |

First we can back off and get an overview of the situation. The sign is in the middle of a street - there are cones and other traffic control devices scattered around. Obviously their combined effect was insufficient to keep cars out of the fresh oil. The sign is still there - so someone still thinks it's important to keep cars off the street - otherwise, wouldn't they have removed the sign too? |

These cones are being ineffective at preventing you from crossing the street. Note the yellow warning tape which has been casually broken in two. The tape was not removed - it was just broken in half and left there dangling. |

The other side of the street shows equally ineffective usage. A stack of cones - a couple of barricades with the yellow tape again. |
